Are themed crossword puzzles hard to create?

Yes puzzles that are themed in general will be harder to make than those that are not themed.
This is because the pool of words reduces rapidly.
For instance if you have a theme that there are only about 100 words on compared to a puzzle with a dictionary of say 20,000 words to pull from then it will be almost impossible to create!
With the crossovers in a puzzle the number of valid words that fit reduces rapidly so themed puzzles can take ages to create.
