Can I make dynamic websites with javascript?

Yes, the main purpose of javascript is to be able to enhance what you can do with just html, where you can simply do flat content as it were without interactivity.

There are lots of things that you can do with javascript, for instance taking input and asking questions, responding to what the user does and also loading content etc based on what the user does so the interactivity is the key element that is added by javascript.
