Can I set up a business whilst working elsewhere?

A lot of people these days hedge their bets, and whilst working full time they set up something on the side for say the evenings and weekends.
This is a great way of doing things as it firstly allows you to get a secondary income, but also it reduces the risk to practically zero of starting a business that might not work and giving up your full time job, which in the process could mean you have no income if it doesn't work out. Therefore this is a good idea if the business idea you have is one that can be run part time.
