Can you become a model if you are 24 size 8 ?

Yes size 8 is certainly skinny enough to be a model!
With regard to your age, to be a mainstream model you do need to get started quite quickly - it does sound silly but loads of models start at 16 to 18 these days so by late 20s it would be too late.
