Can you wallpaper over tin foil

i have a flat that is ful of damp and i got told that you can put tin foil on then wallpaper over and you dont have to plaster it ferst is this true

Don't know best check with a builder, not sure if this sounds a bit dodgy?!

I guess it could be done as a form of DPC (damp proof course but normally if you have any kind of rot its do do with airflow and using tinfoil wont do any good at all the best thing to do is see how good your airflow is or check for broken pipes id question the person about this tin foil method because it seems a bit dodgy
