The crime rate is quite low in Sweden compared to many other European countries.
That's because in Sweden they spend lots of money on getting people off the streets and there is high social welfare and costs are generally high.
In Sweden it is generally frowned upon to be a beggar or something like that and infact it is not uncommon for normal members of the public to be quite aggressive to beggars to get them off the streets so it has its dark sides too.
