Do I get offered a job based on my CV?

No, very rarely do you get offered a job purely on the strength of your CV.
The CV is usually the gateway to the next stage of the selection process which in the vast majority of cases will be an in-person interview.
The stages are:
Apply for job: CV and covering letter at this stage
Rejected: go away
OR
Accepted to interview
Interview
Then maybe additional interview(s) depending on the seniority of the job
At the end of this process you either get rejected and offered feedback, or offered the job!
