Do I need a software package to create a webpage?

No you do not need to have a software package to create a website.
Most first websites were created before such software was made and therefore just used things like notepad to create them.
You can still do this today. However more and more people do use a generator tool since this is easier to get to grips with and with more and more complicated and interactive designs it can be clearer to work this way in order to see what is happening on the page with complicated CSS layouts and so forth being hard to visualise when just looking at code with no program to help you out.
