Does the BBC iplayer mean you don't need a license fee any more?

Apparently those of you who watch TV in the UK do need to get a licence fee and this is unaffected by the ability to use iplayer.
However the fact is that now it seems anyone in the UK can watch TV shows through iplayer so therefore this you would expect would hardly encourage those who decide to cheat the system to buy a license as they can now watch everything without one!
