Does time have a beginning and an end?

If you accept the theory of the big bang, then yes time does have a beginning. Specifically, time began with the big bang, it was not something that existed eternally and independent of the big bang.
If you think that the big bang is not the correct theory about the universe, then you may have a different opinion. Of course if there have been many big bangs before, then time could stop and then be re-created many times over.
As for ever time will stop would depend largely on your theory of the future of the universe.
Current measurements suggest expansion is occurring and that therefore a big crunch is not likely. In this world, therefore, it would seem that time would go on forever.
