Evidence indicates that the present expansion of the universe is slowing down?

This is not the case. Most people currently are in agreement that the universe is not only expanding but that this expansion is speeding up.
This was completely unexpected until relatively recently but was shown by the results of much observation that the galaxies were actually moving apart from each other at a faster rate, using measurements such as redshift to see this change.
This is partly why new pieces of matter or particles have had to be conjured up to explain the apparent inconsistency between the amount of ordinary 'normal' matter in the universe and what is needed to explain this.
Whilst dark matter is needed to explain the apparent mass needed for galaxies to behave as they do, dark energy is required as a hypothetical postulate to explain the expansion of the universe.
