How can I learn to touch-up photos properly?

Might be worth buying a book on how to use Photoshop.

There are lots of tutorials that abound online, but these can be quite tricky to follow and of variable quality.

Therefore it would be worth buying a book and following through the tutorials there. Learning how to use the various tools and how to best apply them and when to use each tool is important to getting the best out of the tool to touch up photos.
