How can I make cheap clothes look good?

The best way to make cheap clothes look good is to accessorise them in some way.
Think of what Gok Wan does for instance - add some little touches and embellishments such as flowers around a hem line and so on to make them look interesting.
Or alternatively have good quality accessories to offset the cheap clothes like a nice handbag or similar or earrings and jewellery.
