The only surefire way to do this on a permanent basis is to discuss cosmetic surgery options.
If that's a no go area that doesn't interest you, then actually have a word with the make-up artist at your local theatre.
Why?
Because they are experts at creating all sorts of effects through make up, particularly to exacerbate particular features. Therefore they should be able to give you some great advice on what you can do to emphasise that part of your face.
