How do I create kakuro and sudoku puzzles?

There are tools out there that let you create sudoku puzzles.
There are some you can download for free on the internet.
When it comes to kakuro there are less free tools out there.
One option is to create your own puzzles by writing your own program though of course you need programming skills for this!
