How do you rate a sudoku puzzle?

To rate a sudoku puzzle, there are lots of things you can take into account.

One method is to see how many cells are to be filled - in general the less cells the easier it is to finish as it is more constrained.

However other important considerations include what rules need to be used to solve the puzzle - if just basic logic will suffice it is generally easy; whilst if harder rules such as looking at groups of numbers rather than individual numbers then it is harder again, also important is how many possible moves can be made at each stage - if just one then it takes longer to find than ten and thus is reasonably harder.
