How soon after flowering can poppies be cut down as they are now so unsightly?

It all depends whether you want them to seed again for next year. If you want them to seed then you need to leave them for a fair while until they pod up and the seeds are sufficiently dry to be harvested and re-distributed.
If you are not too bothered about the seeds for next year, then you can cut back or dispose of the poppies as soon as they have flowered.

Another thing you could do rather than cutting back the poppies is to plant other flowers that will be growing as the poppies are dying off. Daylily foliage begins to grow and can cover the unsightliness of the dead poppy foliage. Then you'll have the daylily flowers blooming for an additiona burst of color in your garden.
