I need to write 3% as a common fraction, in the lowest terms, what does it mean please anyone?

To turn from percentages to fractions is easy, as it just means per 100, which is the same as dividing by 100.
So this is therefore 3% = 3/100, which as we know is a fraction. This cannot be written any more simply so is the answer to your question.
