I would like to give a gift of a flower/tree/seeds, which can be planted now and will flower every year in September. Purple or blue if possible. Ideas?

This is hard to answer as it depends where you live.
However one plant that fits the bill is the rough blazing star.
This is a member of the aster family, and have blue or purple flowers, and these come out from September to October, therefore it seems to meet your criteria.
