No, it is not shallow to like fashion.
Ever since time began (well for a long time anyway) fashion has been important - it is just now that with fashion magazines and TV shows and the cult of celebrity it is more and more important and more and more noticeable and prevalent on television.
There is nothing wrong with wanting to look good and taking an interest in the latest trends and fashions. It is only negative if it affects your opinion of someone else or for instance if you take it too far and think about what people look like on the outside more than on the inside.
