Is there any skill in a lotto game?

No there is no skill involved in a game that is by name and nature a lottery.
Although many theories exist and people say that certain numbers are more or less likely to come up, assuming that the draw mechanism is random, then this is just not true.
The only possibility is that there is actually a little bias in the draw mechanism, and only then would it make sense to use skill to try to work out how that would bias the results and pick numbers accordingly.
