I am pretty certain what is happening and it is not good news.
He is trying to go out with someone else, but before splitting up with you and going out with them he wants to make sure they are interested in him and like him too, as he would rather have someone than no-one.
I know that is not what you want to hear but you have to be honest and face facts. Do the right thing for you and dump him right now... he obviously isn't interested anymore.
