My boyfriend keeps making empty promises like I will see you later, and he never does. What shall I do?

If he is making empty promises like that then there is no doubt that he is messing you around.
He is not worth the hassle, dump him and move onto someone who respects you for who and what you are and you will have a much better time and more fulfilling relationship.
