My modelling agency say I have to use their photographer. Why?

This sounds like a modelling scam where by the agency has done a deal with the photographer that if they pass them work they get a percentage of the fee, probably.
There is no reason why you should have to use a specific photographer and in fact a good modelling portfolio will have more than one photographer's shots in it to get a good representation and a different style.
