Of all countries today, what is the number that are functioning democracies?

Interesting question but there is no definitive answer.
For a start the idea of functioning democracy is open to definition and determined by those who are setting the question - what counts as functioning and what doesn't count, you might get different answers from different people!
Therefore whilst an estimate could be given no absolute figure could be given as to how many true democracies there are out there in the world at the moment.
