Lots of probability related questions here!
There are six combinations of the cars as follows. You know this because there are three possible combinations for the first car, two possible combinations then for the second car and then only one option for the third car.
This makes 3 x 2 x 1 options which is 6. For clarity I list them for you here:
RBG
RGB
BRG
BGR
GRB
GBR
With regard to the second question, you can see that in two of the six combinations the blue car is first. So this means the probability is 2/6 or reduced down, 1/3 that the blue car is first.
Final question: if it is first in 2/6 cases then it is not first in 4/6 cases, since there are 6 in total. So there is a 2/3 chance it is not first.
