Should government enquiries be in public or private?

Some of them are in public and some are in private.
It depends to some extent on whether the information being discussed is sensitive or not, and also whether it is a full and frank enquiry or some sort of government fudge: the less attention the government wants drawn to some enquiry then of course the more likely they are to make it a private affair.
