Should I be honest in an exit interview?

Yes, an exit interview is your chance to be honest.
However you should do this in a constructive sense - don't just be mean to everyone or criticise everything for the sake of it. Stake your thoughts precisely and professionally.
For instance if you thought that the talent management within the company was useless and non-existent, then state your case clearly and dispassionately. Give concrete reasons for why you think this is the case rather than making blanket statements. This could actually help the company improve in the future if they decide to implement responses to recurring trends in why people leave the company.
