Should I be on twitter?

The answer to that is that it is up to you.
Many people don't get twitter and wonder why people bother going on there to post what they are doing and why people follow what other people are doing.
However if you are in an industry that uses twitter and your colleagues and friends use it then you might want to use it as a way to keep in touch.
Or if you have a company or talent and want to build up a following then by making interesting tweets and following people in a related industry or field then you may gain interesting information and interesting contacts too.
