Should I write a whole book before trying to get a publisher?

This is an interesting question. Some people do write a book for pleasure and the entire manuscript before trying to get published.
However many just ask for a precis or summary of the book perhaps with the key highlights and an outline of what happens in each chapter and then commission on that basis, this is better in that it is less work up front for you and also the publisher has a realistic amount of material to review given that they get so many submissions from people.
