To evaluate staff performance is easy.

All you do is set them targets at the start of a period such as say the year and then check how they performed against those targets at the end of the year or during the course of the year.

Then if they met the targets then you know they have done well in assessing their performance, and that's basically all there is to it other than to ensure that the targets for each staff member at a certain level is about the same so that they are fair.
