Theres this boy that i really like. Hes seems to like me but now hes going out with my friend. how do i know if he honestly does like me?

If he is going out with your friend then ask yourself why.
Either he likes her more so asked her out, or he doesn't think you like him back and therefore doesn't want to risk rejection.
However you will have to accept when he is going out with someone else to forget about it and move on because you can't try to get with someone going out with your own friend!
