It sounds like she is messing you around a bit to be honest.
If she really likes you then she would just say yes and go out.
She probably likes the attention or is even toying with you for fun or simply waiting to see if a better option comes along and if not will use you as a fallback option.
If she knows you like her and won't give a straight answer then it is only going to end in disaster, you can't change the way that someone else feels - you should move on.
