Yes it is true that a good model will have powers of prediction.

There are many models that could be build purely on results that match results, the power comes from being able to predict what will happen.

This has been seen many times where the predictive power of quantum mechanics has led people to be convinced it is true even when it is so hard to understand and many parts seem counter intuitive.

Also Einstein's theories of relativity led to many predictions, several of which have since been tested and found to be correct.
