What causes holes to go all the way through small pebbles and rocks?

I seem to find a lot of small pebbles or rocks with holes that go all the way through. I was once told that these were quite rare and considered lucky, not sure where all that luck is but I was wondering what caused them to be created.

These are where there is a mix of types of stone, and the stone in the middle is softer, and has been worn away by the tide and so on. The harder rocks around the outside have not got worn so easily so remained whilst the inside has worn away, that is my best guess explanation!
