What does a fully crossed crossword mean?

A fully crossed crossword is a technical term used by cruciverbalists.
Based on looking this up just now then from what I can tell it refers to a crossword puzzle in which every white cell appears in both an across clue and a down cell, and if that happens then the puzzle is known as fully crossed.
If however there are some white cells that are not in both an across and down clue then it is not fully crossed... I assume these latter puzzles are easier as there are two chances to work out what letter must go in each cell!
