Ah, the classic question!
This means that he wants to split up with you but is trying to be a bit delicate and sensitive about how he tells you the message.
It means that he loves you as a friend (he loves you) but he doesn't love you in the sense of wanting to go out with you (he's not in love with you).
Therefore the relationship is coming to an end, so end it gracefully and move onto pastures new.

The only person who can answer this one properly is HIM, why not ask him. It does sound like a bit of a line, but better to ask him exactly what he means BEFORE moving on to pastures new
