What does litmus paper test for?

Litmus paper is used to test for the presence of an acid or indeed the presence of an alkali.
Therefore it will tell you how much H+ or OH- there is in the solution essentially, the protons and the hydroxide ions being the key indicators that there is an acid or alkali (base) present accordingly.
Litmus paper is often used in school labs and the chemistry labs in general to test for an acid or alkali.
