What does pro-activity mean in business?

Being pro-active is a bit of a business buzzword however unlike some it does have a clear meaning.
It is where you try to work out what to do and improvements to make and so on before it becomes necessary, and before a problem is identified.
Thus you might pro-actively research new markets in advance rather than reactively when someone says your product no longer sells and that you need to move into a new market for instance.
