What is non-cognitivism?

Non-cognitivism says that ethical statements ('murder is wrong') do not assert propositions. In other words, they do not express factual claims or beliefs and therefore are neither true nor false.
This flies in the face of what most people think they are doing when they moralise - implicitly most people engage in moral realism.
