What is the role of a TV producer?

The TV producer is the person that actually makes the TV programs.

So let's say that there is an idea for a new show, well that has to actually be made. And the production company is what actually makes the show and creates the finished product.

Sometimes they would do all the filming and sourcing whilst other times there might be a storyboard or even material in place and then the production company has to make the final production; the producer makes calls on what content goes in and out and is ultimately the person responsible for the final look of the program.
