Which banks have the best savings interest rates?

The best bank interest rates change from time to time and indeed there are often offers with banks so there is no real answer to this.
However in most countries the high street banks tend not to have as competitive or high interest rates as some of the smaller financial institutions which deliberately offer better rates to try and get people to switch away from the big banks.
