I have stared at that one for ages but cannot work it out.
Do you know if the answer is some sort of numerical sequence or if it is related to letters or words etc?

These numbers appear to be the results of spinning a roullette wheel.
With every spin each number has a 36-1 chance of the ball landing in its segment.
Making any attempt at a formula quite futile.
