Whom did the Virginia Plan favor?

I'm not very familiar with the Virginia Plan, however from looking at a couple of websites quickly on this topic it seems that the answer could be that it favoured larger states over the smaller states.
However this could be wrong so please check and if anyone knows otherwise comment on this post to let us all know!
