Why do girls lead you on sometimes?

Sadly both girls and boys can be guilty of this which is cruel.
It can be that they are just plain mean and messing with your feelings on a power trip.
It could be that they don't mean to as sort of lie you and sort of don't and do it whilst making their mind up or because there is someone they are after but aren't sure if that person likes them back.
