This is because the clouds that reach and are over this area of the country, on average, have less rain to deliver, or at least are compelled to deliver less rain, than those over Washington.
A large number of factors affect the average rainfall for an area including its average temperature, how close it is bodies of water, how temperature varies over time, if there are mountains and so forth nearby (the geography of the land), the predominant wind direction and more factors than that besides: weather is very complicated which is why, even in this day and age, forecasts are so often incorrect.
