Why does the BBC pay runners nothing and people like Norton millions?

This is the injustice of the modern world.
In fact whilst the runners get paid a pittance doing all the work the presenters swan on stage earning as much per second as some of the runners do in the year (perhaps even literally in terms of hours worked)
However it is because they get away with it as so many people are desperate to work in TV that they will work as a runner in the hope of one day getting promoted to do the job they really want to do; no one wants to be a runner after all!
