Will all newspaper websites start to charge for content?

Yes it seems likely that if enough of them do then they all will when critical mass kicks in.
The fact is that the newspapers are losing money because too many people are reading the news on their websites for free and therefore they are not shifting enough copies of the newspapers in the shops.
Therefore they need to change this if they want to stay profitable. There is no point in a million people reading the news on your website for free if you get no income from them!
