Will governments really reduce their carbon emissions?

This is the big question. It is hard to tell how much countries will actually want to implement measures to reduce emissions. These could be unpopular as they can generally require a lot of money to research new processes, or simply to switch from tried and tested methods to new ones.
However it would require all the major countries like the US to start implementing these policies in order for what the rest of the world does to be worthwhile.
