HOW O REMOVE AN "ALMOST" BROKEN LIGHT BULB?

This is an off-beat question, regarding removing a Broken Light Bulb.
When I turned on my overhead light in my Den, one of the lights went out.
When I pulled the cover I noticed that BOTH Bulbs wer STILL ATTACHED to the base (but BARELY) and were dangiling.
One is still working and the other is not.
I will turn off the Power at the Breaker Box first.
After that, if I put on a pair of Leater Gloves and twist on this light Bulb, is it going to "POP" and shatter when I try to remove it!!??
